DANIELLE C. GRAY is Senior Vice President, Chief Legal and Administrative Officer for Blue Cross and Blue Shield of North Carolina (Blue Cross NC). With extensive public and private sector experience in legal, policy and regulatory matters, Gray oversees operations related to legal, audit, government affairs, health policy, compliance, external communications and marketing.

Prior to joining Blue Cross NC, Gray served as a litigation partner at O’Melveny & Myers LLP. At O’Melveny, Gray advised health care companies, financial services institutions, universities and clients across a range of industries. During the Obama administration, Gray served in several leadership roles at the White House and the Department of Justice. As White House Cabinet Secretary, Gray was responsible for policy and communications coordination among all cabinet-level agencies. As Deputy Director of the National Economic Council, she advised the president and senior staff on key economic policy decisions. As Associate Counsel to the President, Gray provided legal advice on domestic and economic policy initiatives.

In addition to her work for Blue Cross NC, Gray is actively involved on several organizational boards, including Trinity College of Arts & Sciences Board of Visitors at Duke University, Lawyers’ Committee for Civil Rights and the North Carolina Partnership for Children (“NC Smart Start”), where she serves as Vice Chair.

Gray earned her bachelor’s degree in economics and public policy from Duke University and her law degree from Harvard Law School, where she edited the Harvard Law Review. After completing her degree, she served as a law clerk to Judge Merrick Garland on the U.S. Court of Appeals for the D.C. Circuit and to Justice Stephen Breyer on the U.S. Supreme Court.
